Addressing the two foundational crises of democratic governance — the crisis of representation and the crisis of morality — this study builds on the philosophical foundations of Prof. Dr. Nasip Demirkuş's (2026) Humane Democracy model to present an implementable sociotechnical governance architecture. It is not an empirical implementation report but a theoretical model proposal that combines normative political theory, comparative legal analysis, and sociotechnical system design. Its original contributions fall into three clusters: (i) a democracy and suffrage architecture — the Graduated Civil-Responsibility Weighted Vote (KSAOH), which grades the vote weight of individuals who gravely violate the social contract, strictly bound by judicial decision and the principle of temporariness; (ii) a moral-merit and citizenship architecture — the Moral-Maturity Assessment Framework (AODÇ) and the voluntary, cryptographically anonymised Citizen Moral-Development Portfolio (YAGP); and (iii) an AI and global-governance architecture — Constitutional AI integration, updated autonomous-system ethics laws, and a Federated Universal Governance Network. Synthesising Aristotelian phronesis, Constitutional AI (Bai et al., 2022), and the UNESCO (2021), OECD (2024), and EU AI Act (European Parliament & Council of the European Union, 2024) frameworks, the model proposes a normative yet implementable governance paradigm.
